With reference to Colonial Office letter

No. 53970/38 of the 16th December, regarding a

request by the Chinese Postal Administration for

permission to open a sorting office in Hong Kong,

I am directed by Viscount Halifax to inform you that,

subject to any observations which His Majesty's

Postmaster General may have to offer he concurs in

the action proposed provided that the Governor is

satisfied that the application emanates from a bona

fide department of the Chinese Central Government

and not from an organisation controlled by the Japanese

authorities at Canton.

General Post Office.
